Long Beach City College is seeking a Human Resources Technician to lead and coordinate end-to-end classified recruitment and selection within a merit system environment. You will independently manage recruitments from job posting through eligibility list establishment, partnering with hiring departments while ensuring every step aligns with Personnel Commission rules, EEO principles, and merit-based hiring practices.
This is a fast-paced, detail-driven role that requires strong judgment, discretion, and the ability to interpret and apply rules and regulations-not just follow them. You will manage multiple recruitments at once, coordinate exams and interviews, maintain eligibility lists, and serve as a trusted resource to applicants and hiring managers.
What makes this role different: You are responsible for running legally defensible, merit-based recruitment processes where consistency, documentation, and adherence to rules matter. This is not transactional Human Resources-you will make decisions, apply policy, and ensure processes can withstand scrutiny, including audits and appeals.
You will also develop recruitment plans by selecting and applying appropriate examination methods (such as written, performance, or training & experience assessments) based on the classification and hiring need. While working within established frameworks, your expertise will be critical in shaping each recruitment to ensure it is job-related, compliant, and effective.
Who will thrive in this role: Individuals who are organized, detail-oriented, and comfortable working independently within structured processes; who can manage multiple priorities while maintaining accuracy; and who are confident applying rules, exercising judgment, and taking ownership of recruitment outcomes from start to finish.
Successful candidates are comfortable evaluating options, recommending recruitment and examination approaches, and advising hiring managers while ensuring alignment with merit system principles and EEO requirements.
This role may be less ideal for those who prefer: Roles that are strictly transactional or limited to following predefined steps. In this position, staff are expected to actively shape each recruitment by selecting from established, compliant examination approaches and applying them thoughtfully to the position-not simply execute a standard, one-size-fits-all process.
Desired Background The most competitive candidates will typically have recent, hands-on experience in a public-sector, merit system, civil service, or similarly rule-driven environment, with responsibilities that include:
- Coordinating recruitment and selection processes from job posting through hiring, including application review, testing logistics, and interview coordination.
- Supporting or administering employment examinations (e.g., written, performance, structured interviews, etc.).
- Reviewing applications to determine minimum qualifications or completeness of required materials.
- Working within established rules, policies, or procedures to ensure fair and consistent hiring practices.
- Maintaining eligibility lists, certifications, or recruitment-related records with a high degree of accuracy.
- Comparable experience may also include:
Administering or supporting personnel transactions such as hiring, transfers, reassignments, or promotions within a structured, rule-based framework.
- Reviewing and processing employee records, personnel actions, or HR documentation for accuracy, completeness, and compliance.
- Interpreting and applying HR policies, labor agreements, civil service rules, or regulatory requirements to real-world situations.
- Supporting classification, compensation, or employee lifecycle processes that require consistency, documentation, and adherence to defined criteria.
At-a-Glance Position Information
- Type of position: Full time (40 hours/week) / Non-Exempt / Non-Represented
- Position Status: Permanent
- Schedule: Monday-Friday, 8:00 AM to 5:00 PM
- Location: Will support both campuses, but main work location will be at the Liberal Arts Campus (LAC)
- Salary: Range 2, $68,518 - $93,359 Annually
- Eligibility list: Will be valid for 12 months once approved or ratified by the Personnel Commission. We reserve the right to use the established eligibility list for vacancies (permanent and temporary) in this classification as well as related classifications.
- Advanced salary placement: New employees generally begin at the first step of the salary schedule. Advanced salary placement may be considered on a case-by-case basis, not to exceed Step 3 ($75,544 for MGT Range 2).

Duties
GENERAL PURPOSE Under the direction of an assigned administrator, and within the District's merit system administered by the Personnel Commission (PC), performs a variety of responsible technical and administrative classified recruitment and selection duties in support of the District's human resource management programs and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS Human Resources Technician is the sub-professional technical and administrative support class in the District's human resource management job family. Incumbents perform assignments of varied difficulty in carrying out classified human resources recruitment and selection programs in a merit-system environment under PC rules and procedures. Incumbents are expected to perform job assignments without close supervision, exercising judgment in interpreting and applying merit system rules, District policies, and standard EEO and recruitment practices to ensure fair, consistent, and lawful processes.
Human Resources Technician is distinguished from Human Resources Specialist in that incumbents in the latter class independently perform advanced paraprofessional and technical assignments of greater scope and complexity across classified and academic employment and other human resources support functions. Human Resources Analyst is the fully qualified professional level in the series, responsible for a broad range of professional, technical, and analytical duties related to human resources administration.

Qualifications
Education, Training and Experience:
Associate's degree from an accredited institution in business administration or a closely related field and three (3) years of increasingly responsible office administrative experience that provides familiarity with recruiting, interviewing, and other human resource management practices; or an equivalent combination of training and experience. Completion of college-level coursework in human resources is desired but not required. Experience is evaluated on the basis of a verifiable 35-hour week, unless specified otherwise. Prorated part-time experience may be acceptable.
Licenses; Certificates; Special Requirements: May require a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be evaluated to determine those who are most competitive and best meet the needs of the position.

Advancement in the examination process will be based on candidates' performance on the announced examination components and the overall size and competitiveness of the applicant pool.
Candidates who successfully pass all parts of the examination process will be placed on the eligibility list in order of relative merit, as determined by the competitive examination process.
***Flexible Passing Point: The District utilizes a flexible passing point for examination components and may target a high qualifying score (generally in the high 80% to low 90% range) based on the size, competitiveness, and overall quality of the applicant pool to establish a competitive eligibility list. The minimum passing score is established by the Executive Director, Classified Human Resources based on examination results and may be adjusted to ensure a sufficient number of qualified candidates.***
