ETSU is currently accepting applications for the position of Associate Director for Contract Management in the Office of Research and Sponsored Programs. Reporting to the Assistant Vice President for Research and Director of Sponsored Programs, the Associate Director for Contract Management is responsible for effectively managing all incoming and outgoing contracts and agreements resulting from ETSU research and sponsored programs while upholding applicable government regulations, sponsor rules and guidelines, and ETSU’s business principles, policies and goals.

Essential Functions
• Manage a diverse portfolio of unique and highly complex sponsored programs agreements and contracts (collectively ‘contracts’) between the University and government agencies, foundations, non-profit, and for-profit entities;
◦ Serve as liaison to, and collaborate with University stakeholders to establish cordial working relationships and achieve successful outcomes in sponsored programs contract negotiations
◦ Review, negotiate, analyze, and draft contract terms for sponsored research agreements including federal contracts, subawards, memorandum of understanding, and data use, material transfer, confidentiality, collaboration, and service agreements.
▪ Flag and address unusual circumstances;
▪ Advise faculty and staff on issues that could affect contractual relationships or negotiations;
▪ Provide alternative language and compelling explanations for alternative terms desired by the University.
• Keep current on regulations and policies pertaining to sponsored programs contracts, and an awareness of court decisions that impact contract negotiations;
◦ Critically evaluate agreements to ensure terms and conditions -
▪ are compliant with applicable federal and state laws and regulations, sponsor and institutional policies and guidelines; and
▪ protect the University’s and principal investigators’ interests in areas such as finance, intellectual property, data use, and publication rights;
◦ Contribute to the development of, and recommend modifications to university policies, procedures, and guidelines that impact sponsored programs contracting, among which are ORSPA standard operating procedures for contract service delivery;
◦ Serve as a resource and provide education to the University community on issues related to sponsored programs contracts.
• Work cooperatively with investigators, Legal, and other University departments and administration to ensure applicable compliance issues such as animal, and human subjects, biosafety, and HIPAA are satisfactorily addressed during the contracting process;
◦ Manage the University’s FFATA reporting requirements;
◦ Provide support to the University’s export control compliance program;
◦ Provide support to the Human Research Protection Program on contractual and accreditation matters;
• Attend training, participate in process improvement and cross-training efforts.
• Perform other related duties as assigned.
